sir I m a resident of assam and I have PRC and domicile certificate but I did my 11 and 12th from kota..am I applicable for Assam State quota

Yogesh, You can definitely applicable for 85% of Assam state quota. If you have domicile and PRC of particular state (Assam) then you can apply for that 85% quota in Assam College.
There are few document which use at the time of apply such as domicile certificate, Permanent Resident Certificate (that you already have) and may be some other document in term of state .

what if they reject me at the first place by looking at my 12th boards from other state..I don't see any option for domicile certificate in counciling form filing ...I m really confused..plzz help

I think you should be get Assam state quota because you have PRC and PRC is used for admission to education institution, The certificate of PRC is a proof of permanent residence of a person in the particular state. I have also check on Assam.gov portal and yes You must be residing in the state of Assam for minimum 20 years and you must be Indian Citizen.
If these above things you have then its confirm you are eligible for Assam state quota .
