Yes, you can surely apply for GATE 2020 but with your bachelor degree qualification. Also there is no age limit for GATE. Since you have not yet completed your Master's degree, you can apply for GATE 2020 through your UG degree. For detailed information, check the below link:

No you are not eligible for GATE in 1st year of msc , if were in final year then you could give GATE .

GATE Eligibility Criteria: Completed Bachelor's Degree in Engineering or Master's Degree in a relevant Science Subject. Appearing for the final year of the degree course are also eligible.
