Concepts of Physics by H.C. Verma should also be in the list of best books for NEET 2019 as it provides solved and unsolved problems for practice which also serves as the sample paper for NEET preparation.

DC  Pandey, on the other hand, prepares aspirants for objective questions.

NCERT Physics Class XI & Class XII is also recommended.

I would say you should get your basics clear and for that you can use basic ncert books for physcis, chemistry and biology respectively. Ncert have the best material to build up a base which will lead you to acquire knowledge that'll be useful for your neet preparations. After you are done with them and clearing your basics . Do not forget to practice the questions given at the back of each chapter. Once you are through with ncert you can get Pradeep publication books as they have hots and questions on similar baseline .
