It is clearly mentioned in the rules of NEET eligibility criteria which  is conducted by NTA that an aspirant willing to appear in the examination must pass higher secondary which is 12th or equivalent with the Physics, Chemistry, Biology/Biotechnology and English subjects with an aggregate of 50% as 50% marks in the qualifying exam. The upper age of candidates applying for NEET should not exceed 25 years on the examination date (5 years' relaxation for the SC/ST/OBC candidates).
And for AIIMS the eligibility criteria is that a candidates must have passed class 12th examination or equivalent from any recognized board. Physics, Chemistry, Biology and English must be main subjects in class 12th examination. A minimum score of 60% for General Category and Other Backwards Castes and 50% for SC/ST is required.

The eligibility criteria for NEET 2019 is that a student has to qualify his 12TH exam. A student must have 50% ( for general) , 45% ( for PWd) and 40% ( for SC/ST/OBC) aggregate in there PCB.  For AIIMS  minimum 60%  for general student and minimum 50% (for OBC/SC/ST) is required in PCB+ English. You already have 61.66% in PCB. So yes you are eligible to sit for NEET exams. Provide english marks so i could confirm whether you are eligible AIIMS exam or not.
