sir i scored 41 out of 180 and my rank is 1223 general category,what is possibilities of admission in NISER, when is the counselling?

The NEST cutoff is decided based on number of seats available, number of people applying , previous year cutoff trends, difficulty level of the exam etc. Based on 2019 cutoffs the NISER cutoff for general category was 800. Hence , your possibility for a seat seems low. However the first round of counselling is about to happen on October 22nd, so you may attend all the counselling rounds and see your chance.
