Yes,you are eligible for JEE Mains 2020.
As you know the candidates must score a minimum 75 percent in 12th boards from a recognised board,so with 65 percent in boards you are not eligible for JEE Mains 2019.
So,you better give improvent and score the minimum percentage required for JEE Mains as most of the Engineering Colleges consider your JEE Main score.

Yes Abhishek! Definitely you are eligible for Joint Entrance Examination (JEE) 2020. If you want to improve your performance in 10 + 2 board examinations you can. But there are high percentage of colleges which don't look 10 + 2 result for admission, they only ask for JEE Mains result. Hope this may help you.
