The UPSC exam has three phases - Prelims, Mains and a Personal Interview.
1) Prelims:
This has two papers - General Studies and an Aptitude Test. General Studies includes questions from a vast assortment of topics including Science and Technology, History, Geography, Economy, etc. The Aptitude Test includes reasoning questions and reading comprehension.
2) Mains:
Once you've cleared your Prelims, you can go forward and write your Mains. This has 7 papers plus 2 qualifying papers. From the 7 papers, two are optional subject papers, which can be chosen from a list of subjects.
The optional subjects include Electrical, Mechanical and Civil Engineering, each having a success rate of 5.4, 5.2 and 3.9 percentage respectively. However, you can also select other non-engineering subjects from the list and choose according to your strength or preference.
3) Personal Interview:
Once you clear your Mains test, you'll be called for a personal interview, based on which your selection will take place.
So to answer your question, in case you're planning on selecting any of the engineering subjects at your Mains stage, you can go for Electrical, Mechanical or Civil engineering for your UG. Otherwise, you can select any other branch and still write any engineering or non-engineering papers for your optional subjects.

see upsc IAS syllabus is quite distinct and students from any area of bachelors course may appear in UPSC civil service exam. however the question in upsc civil service prelims would be from current affairs, indian economy, general ability, constitution of india, world geography, general science etc. however in upsc mains exam , there is several papers,

Paper I Essay
Paper II General Studies I – Indian Heritage & Culture, History & Geography of the World & Society
Paper III General Studies II – Governance, Constitution, Welfare Initiatives, Social Justice & International Relations
Paper IV General Studies III – Technology, Economic Development, Agriculture, Biodiversity, Security & Disaster Management
Paper V General Studies IV – Ethics, Integrity & Aptitude
Paper VI Optional Subject – Paper I
Paper VII Optional Subject – Paper II
in optional paper, there is 48 optional subjects, where from engineering stream there is civil engineering, electrical engineering, mechanical engineering. however it is not mandatory to take engineering papers, Subjects like Mathematics, Physics and Chemistry can also be considered. however you may decide among civil, electrical or mechanical which would help you in IAS exam.

Hello dear student !
It's never too late to start something new. It's merely a myth now that only humanities students can crack civil service examinations. If you want to be an IAS officer , so just start your preparations from now only. if you have chosen engineering for your further studies, that's also really okay just choose the stream for mains which you finds easy. Not necessarily you need to choose any engineering stream, or any humanities stream in particular. Just check out the syllabus of all the subjects of maiins in whicb you're more interested, and go for one which you find the easiest.
Hello, If you want to became an IAS officer and go for engineering than that is a best starting or a best decision for your future because from 20 there are 19 IAS officers are engineers and if you are confused about branch then i suggest you to take civil or electical engineering both are best final decision is yours.
