JEE Main 2019 exam will be conducted twice a year in January and April.
Registration for the JEE Main January exam are over and if you have not applied for the January exam, you can register for the April exam and can appear for the april exam.
Online application form for the JEE Main April exam will be available from February 8, 2019 and last date to submit the form will be March 7, 2019.
You must stay updated for the April exam and not miss the chance to register for this attempt.

Not applied for the IST session won't effect your B.Tech admission since if you have applied for the JEE mains then with that you can be able to take the admission in various elite goverment and private institutions of India. Go with that.
