As per the documents list mention for tsicet ,you need to submit your degree marks memo,

without it your counselling process is incomplete as all the documents need to be submitted at time of counselling ,

so before counselling if results are declared then you can go for counselling orelse you need to consult the counselling members for help and go accordingly

other option is to apear for other entrance exam like MAT,CAT,XAT, ETC and take admission in respective colleges
