The category wise cutoff for ST category students in JEE Mains 2019 is 44.3345172.The competition is getting tougher with time.Number of applicants are more with respect to the number of seats.Now based upon your ST category rank your chances are minimal to get a seat in the NITs.Now it also depends upon the stream of engineering that you choose and also your home state..Wait for the last rounds of cutoffs to be released.You may try for the government and private colleges where you have better chances and also you will get relaxations in terms of opening and closing ranks for ST category students.

Well to get a seat in any of the NITs, one must have cleared the JEE Mains cutoff as per his/her category. Below I have provided 2019 JEE Mains cutoff category wise -
Since you have 54 percentile in JEE Mains 2019 under SC category so you are eligible to get a seat in NITs, but which branch would you get that is hard to say. Better attend the JoSAA counselling and see what do you get.You may not get the seats in the first few rounds but can hope to get in the last rounds.
