All India entrance examination is a national level examination. The application form can be filled both online and offline. The icar exam conducted online on 2018 had many malpractices so it was cancelled and the re exam was again held. The re examination was done offline

SEE AS SUCH FROM OFFICIAL DATA IT CERTAINLY UNCLEARED BUT POSSIBLE CHANCES ARE THAT IT WILL BE CONDUCTED OFFLINE THAT IN PEN AND PAPER.
IN 2018 IT CONDUCTED ONLINE BUT DUE TO SOME MAL-PRACTICES IT RE-CONDUCTED IN OFFLINE MODE.
SO POSSIBLE CHANCES ARE OFFLINE MODE.
