If you have filled the declaration form and uploaded it in NEET UG application then you can submit OBC-NCL at the time of admission. Since you have to apply for counselling separately you can upload it during the counselling and if you secure admission in any institute then you can submit OBC-NCL certificate. The certificate must be issued on or after January 1, 2022. You can correct limited fields in NEET UG application form when the correction window opens so you might not re-upload the certificate at the time of correction period. But it is assured that you will be considered as OBC-NCL category if the certificate is in the right format and issued on or after January 1, 2022.
