You can participate in NEET 2019 counselling under 85% state quota only if you possess nativity of Tamilnadu. Appropriate certificates(mentioned in the official website)have to be submitted to conform nativity. If you belong to Tamilnadu, there is no need to participate under 15% All India Quota. However there is no chance if you belong to other state.
