Sir, if i get a seat in AIQ quota after payment of fees can i upgrade and participate in State Quota. and if i get my desired college in State Govt or Private College will they transfer the fees paid in AIQ allotted college to State Govt or private college. Please suggest

There are some rules which is applicable in both All India Counselling and State Counselling.
During Round 1 both in All India Counselling and State Counselling, Exit is Free, you can opt for Free Exit from State Counselling to go in All India Counselling and Vice versa. your security deposit either from All India Counselling or State Counselling will be refunded to you after completion of whole Counselling process. And if you have submitted documents and taken Admission in Alloted College of Round 1 either in All India Counselling or State Counselling, you need to take permission from Nodal Officer present in the Alloted College to continue for Round 2 of the Counselling for the upgradation of Seat.
If you continue for Round 2 of the Counselling in either of the Counselling processes that is All India or State. Then option of Free Exit is not available in Round 2. Your Security Deposit will be Forfeit. Your Security Money will not be refunded to you (if you got the seat either in All India Counselling or State Counselling). So take decision wisely after Round 1, In Round 2 Either choose All India Counselling or State Quota Counselling. If you choose both then security money of one counselling (either state or all India) will be Forfeit. Concept is: you can not secure 2 seats at a same time.
And to Transfer Admission from One College to Another you need to withdraw documents from one college and you have to take Relieve Order from one college to submit in another college in which you are going to take final Admission and in Round 2 you have to do this within stipulated time, if you are unable to decide in stipulated time then you have to take admission in alloted College of Round 2 and you are not eligible for further Counselling processes, even not for State Counselling.
