According to rules published officially by CBSE
Eligibility Criteria for Seats under the State Medical Colleges other than the All India Quota are to be as per the rules and regulations set by the participating state. Students applying for the state quotas would have to provide the domicile/ proof of origin of that state at the time of filling the NEET Application Form. Also, students must understand that state of origin gets precedence over state of domicile while filling the application form.

According to the rules laid down by Neet and a medical council of India, if you have a domicile certificate of a particular state or you have completed the major rivers of your schooling from that particular state and have proof of it in the form of your pass certificate, or you have a residential in that state, of which you have certificates, then you are eligible for state based counselling for that state.

As you said, you belong to up. Therefore to get admission in 85% state quota, you should have a domicile certificate like residential proof, school certificate of 10th or 12th, of any city in UP.

Yes, you can take apply for UP state counseling if you have the domicile of UP state and you will also have to submit a self declaration (affidavit) form that you are not applying for Jammu state 100% seats. So if you fulfil this criteria then you are eligible to participate.
