No matter what your rank is you can not get Free seat. You can apply for TFW for which you don't have to pay tution fees every year. but you have to pay rest of the fee structure which includes college management fee, transportation, placement, maintenance and all.

If you have good merit then you ca apply for scholarship which is provided by institute or state government or Central government. Scholarship amount will help you  in some or the other way and you have to pay less from your pocket.

this is indirectly making free learning. There is no free seat provided by any college.
