yes . definitely you may apply.

every colleges has some reservation seat for non local candidates. in government colleges 15% of seats fills by all India rank. in private colleges it has also has some reservation policy for non local candidates.

Sir, how can I apply for these seats and where can I find the fee structure for respective states. I know for TN, it's 12L

for management quota it will be better to go and have a word with the college authority.you may not find enough information on websites as fees structure changes from time to time.
