The cutoff is subjected to variations every year depending upon the number of candidates appearing for the examination,the difficulty level of the examination and the category of the candidates.
If we take into consideration the previous years cutoff ,you are not likely to get government medical college for BAMS. However,you can get private medical colleges.

You have scored good in neet but with this marks you can not get a government bams seat.you can have a private bams seat but have to pay somewhat more fees. And it will not be good.
So you should try in next year neet exams too. It can be you will get a mbbs seat by scoring much better for that you should study hard.
Otherwise there are many other bright career options for medical students like pharmacy, lab technician etc. You can go for them.

With 130 marks and SC category your chances of getting a decent government college anywhere are negligible as cutoffs are usually higher.
You might get some private college.
