Colleges are entirely dependent on your grades and level. The various provinces have their own rules for the seats to be allocated. Under the state budget 85% of state students have been allocated and under all India allocations 15 seats for other national students.
As you did not mention in any case, it is difficult to say of any experienced college. A little chance under all the quota of India, because most of all countries are limited to more than 400+ sc.
