You can definitely prepare for your JEE exams for one year. It is a good idea to study whole year with your further studies such that your year may not get wasted so all you need to do is to prepare well whole year and then give your exams. In first year of your college you have some other subjects which are basically somehow advancement of 12 th syllabus. Exactly 12 th syllabus is not there in first year. Other engineering related subjects are studied.

Yes, many students prepare for JEE Mains while in their college if it is under the 3 consecutive years as provided by JEE Mains regulation.
As for your second concern, Not exactly!! The course syllabus for 1st year in B.Tech is not exactly what we have already studied in class 12th. Some of the subjects in the course look similar to that we have studied in class 12th but that too is a bit vast in its syllabus as compared to what was in class 12th and there are new subjects as well in B.Tech 1st year course.
But, in 1st year the course is not that vast and tough and almost every student gets ample free time which he can utilize to prepare for next year's JEE Mains(But curiosity about exploring new things and extracurricular activities are a major distraction for freshers in college). So, plan accordingly.
