Yes a diploma holder can apply for jee but there wont be any lateral entry and you will have to take admission as a first year student.
Official Statement:
JEE MAIN: You get 3 chances for giving it. The year in which you passed class 12 and then subsequent next two years.
JEE ADVANCED : You get only two chances. Year in which you passed your secondary education and the next year.
As if you are a diploma holder ( i am taking that you have completed it). You must have taken 3 years from your 12th.

Yes, diploma in engineering candidates can apply for JEE main and advanced. Admission will be only in the first year of B.Tech and you won't get any benefit of diploma qualification. Hence, you can surely apply for it. IITs and NITs offer B.Tech admission through JEE and only first-year admission is possible through it.
