Uma, except for Ladakh and Jammu and Kashmir, you can select any State under All India Quota, This is because even after revoking article 370, Ladakh and Jammu and Kashmir chose to not to participate in All India Counselling. So belonging to Bihar, you can select any other State except for these 2 to claim All India Quota.

You can apply for 15% All India Quota from any state in NEET as because this Quota will make you eligible for any state in India to get a seat according to your rank secured in ALL INDIA QUOTA , of you choose both option i.e. state Quota as well as All INDIA QUOTA you will get your rank according to the marks...
