It's all depends on the policies of your colleges. As you didn't specify your college, so I am not able to answer you exactly. But many colleges provide this scheme for their students even after first year because first year syllabus is almost same for all other branches.

You should contact admission cell in your college.

Few points to be cleared :

Electronics Engineering is a subset of Electrical Engineering.

Outside India there is Hardly any difference between Electronics & Electrical. They just use the term Electrical Engineering to sum up all.

But in India Electrical Engineering is more concerned on Power Engineering & High Voltage. But there are other subjects too, which are indeed common with what we call ECE in India.

So there is nothing to do much as you are already there. Just focus on the specific area or field of Electronics that draws your interest.

If you are in first year , now you can't change your branch from electronics to electrical as seat allotments might have done till now. But there will be an opportunity for you in second year , if you perform well and score good cumulative percentage in first year you will get to change your branch .
