If you don't have the obc ncl certificate then don't worry, you can fill the form of ssc chsl from general category. Now if you fill the form form general category, then your rank, scores and your candidature will be treated as general. And if you submit the ssc chsl form once then you cannot change it. So, the decision willl be final, if you opt for general category.
And also if you seek a job then you will be treated as a general category.
