I want to inform you that if you have the certificate issued from the central government or any equivalent authority then you can apply it for the NEET examination.
You can use your domicile for your state quota it will be applicable only in your state.
Be sure about the date of issue of all the certificates, as all the examination conducting authority provides a particular date for the certificates

Yes, you can apply for Uttar Pradesh state counselling, You are eligible for OBC seat too if you belong to the OBC category and you have the certificate.
You will have to produce the certificate and domicile during the counselling.
