No. You are not eligibile for GATE- 2019. The eligibility criteria for GATE exam is as follows-
Academic Qualifications

Candidates should have completed their Bachelor’s degree in Engineering/Technology or Master’s degree (M.Sc) in any relevant science subject or must be in the final year of the programme.

While applying for GATE 2019, there is no minimum pass percentage in the qualifying degree.
As per your info. I don't think so you can apply for GATE 2019.

Based on your qualification, you are not eligible for GATE. You can attempt gate if you have 4 years engineering degree or Have completed m.sc. successfully in few prescribed stream.
