Provisional admission means that you have been given seat in the respective college , since you have paid the fees , thus you have received the provisional admission letter , now the college may check your previously submitted documents and might ask you for a few other requirements, after completion of this process, your admission will be confirmed.

Provisional admission indicates that your admission is accepted for now and after verification your admission process is completed.it happens sometimes because if you are an appearing candidate and you have not submitted your marks certificate so after submission of certificate your form is accepted and sometimes other candidates who got better rank than you alloted seat first and if they leave seat then your allotment is confirmed.

For now your admission is put on hold and it is not confirmed.
