Hello Aman,
No, you can't do polytechnic and B.A at the same time because according to UGC rules one person can be enrolled to only one institution and in one course at a time. If you'll opt for both courses from different colleges and if found then your both degrees will be stand cancelled.

Dear Aman,
Thank you for writing to us. Unfortunately, you cannot pursue two different courses in the same session. However, you can enrol a year later for a distance course in BA in the next session. Open university like IGNOU have two different sessions in a year so, after having enrolled for Polytechnic this year you can enrol for the BA course in January, 2020.
