There's no relation with your education for joining NCC. Almost all educational institutions have NCC Cadets who actively participate in the trainings year long. You need to contact your administration for information on this. Usually students join from 11th and Degree might be little late but as they said better late than never. So please contact your College administration.Because the maximum age limit for joining NCC is 26 years but not beyond 1st year of graduation. So it is good if you can get it clarified from your college administration.
