Hello Candidate,
You can give the college authority a letter in detail stating that you want to cancel your admission. Take acknowledgement form the college after giving this letter, request them to return your documents and if they don't return you can file a petition against the college authorities. The fee refund formalities and procedure will depend completely on your college. Mostly the fees refund plea is rejected in colleges no matter government or private but you can enquire in your college about this. I believe that even if the college decides to return your fees some amount would be definitely deducted by the college. If a student decides to withdraw his or here admission most institutes do not refund fee and take months to return their documents thus preventing the students form joining other institutions. Try being transparent with the college authorities about your issue.

In a letter to Vice Chancellors of all universities and all Principals of all colleges, UGC has asked all the universities and colleges to fully refund college fees to students on account of admission cancellation or migration that are requested till October 31 2021. This is only for the academic year 2021-22 as a special case in the view of financial hardships being faced by parents due to lockdown. Remember, this will be applicable only if you register your plea of cancelling admission before October 31st in your college. So be careful with this.
