There is no problem to apply next year. You could have applied this year along with NEET 2018 too. However, the application process has been closed (February 2018). You can definitely apply for ACDS CWAT 2019, irrespective of your application in NEET. However, if you do get Admissions in a Medical College this year, through NEET 2018, make sure you inquire about the Bond Money to be paid to leave a seat, in case you are still interested in answering ACDS CWAT 2019.
