Candidates are required to attain 21 years as on 1st August of the appearing year.in your case to be eligible for upsc you should be within 32 years of years age as age limit is 32 years for general category and there is 3 years relaxation if you belong to obc category and for sc st category 5 years relaxation is given.if you are in general category then this is your last chance make the most of it.

Assuming that you are from general category , No You are not eligible to attempt UPSC 2023 as the age limit for UPSC 2023 is that you should be born after 1 August of 1991 but since you were born before this age limit( i.e in 10 July 1991) you are not eligible .
Other eligibility criteria for this exam is that you must have a bachelors degree from any stream .
