As per current uptu for getting btech in cs branch you must secure upto 500-700 rank for getting in the government college. And if you wish to go in the private college of uptu you must secure rank between upto 5000-6000. Since you come under obc category you will get some relaxation in rank for admission

Yes  you have great chance to get college of UPTU. You can get even in government College. As you are in obc category you will get some extra ad advantage over other. As you have not mentioned your general rank but as your obc rank is  there so I can tell something about college you can afford. You have chance to apply for government College as well. It also depends on the cutoff list. The cutoff list depends on the number of students appeared in the exam and the level of paper whether it is easy , moderate or difficult.
