The non dominant hand should not have more than 60% of disability. Upto 60% disability is eligible for PWD reservation. So with 50% disability in the non dominant hand, you are eligible for PWD reservation in NEET. PWD doesn't have a direct reservation. It is a reservation within your Category. You will need a PWD certificate from any local Government Hospital initially for claiming reservation. You will need this Certificate also to appear for the exam on the day of the exam. And for participating in the Counselling, you need to appear infront of any of the Disability Assessment Centers listed in the Information Bulletin: https://ntaneet.nic.in/ntaneet/ShowPdf.aspx?Type=1F7D662EC0F41DE2013706728E830CBF545FD969&ID=D435A6CDD786300DFF204EE7C2EF942D3E9034E2 The team will assess you and then give you a certificate which you will need to submit during Document Verification, Counselling and Admission. If you have a certificate already done by a Government Hospital, you can produce it on the day of the exam. But for participating in Counselling, you will need to visit a Disability Assessment Centre for the Certificate. For Counselling, only this Certificate is valid.
