UPSEE doesnt communicate through offline mode. All modes of communucation is online through your registered Email and mobile no#. But because you stay in Delhi, it is better to give Delhi Address. And when you submit your proof of documents like domicile certificate or study certificates, they recognise the State you are from. So please give Delhi's address and submit your domicile proofs like nativity certificate.
