Hi aspirant,  since you already have UP domicile you are already eligible for the quota. You should fill permanent address of dehli as address is only for stats purpose and has got nothing to do with domicile.
And UPSEE doesnt communicate through offline mode. All modes of communucation is online through your registered Email and mobile no#. But because you stay in Delhi, it is better to give Delhi Address.
