The eligibility criteria for NEET entrance exam is 10+2 from a well recognised board in Physics Chemistry and Biology/Biotechnology.
The percentage requirement to be eligible for NEET in PCB is as followed:
UR/EWS- 50%
OBC/SC/ST- 40%
UR(PH)- 45%
Since your marks are above 40% and you belongs to the OBC category, you are eligible for the NEET entrance exam.
But, getting a MBBS college will depend on you performance and rank in NEET,if you are supposing for a Govt. MBBS seat try to score above 580+ as previous year cutoffs.

Yes you are eligible for NEET UG as you have scored more than 40% marks in PCB being an OBC candidate and hence you can appear for NEET UG, provided that you are pass in all the subjects.

Yes, you are eligible for neet examination.
This is because,
To be eligible for neet, you need to pass 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-

at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
-
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
-
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Now,

Your aggregate marks in Physics, Chemistry and Biology/Biotechnology is
= 40.6 % i. e more than 40% so you are definitely eligible for neet examination and after qualifying neet, you can get admission in mbbs too.
