Union Public Service Commission conducts various exam every year for recruiting Group A officers to government departments and ministries. The commission conducts various examinations such as Civil services Exam,Indian Engineering Services, NDA, Forest services etc. The most common among youth being UPSC CSE, every year lakhs of students apply for this exam. particular exam.
Before applying for the exam, the candidates must be aware with the eligibility criteria for filling the examination form. The eligibility criteria for the same is :-
The candidates must be between 21 and 32 years of age as on 1 August, 2023 to apply for the same year (age relaxation for reserved candidates).
The minimum qualification to apply for this exam is that you must have a bachelor's degree from any recognised institution in any stream.
So, according to the information given by you, you will complete your 21years in June 2023 and your graduation also. So, you are very much eligible to take this exam in the year 2023.

--------------------) You must have a bachelor's degree in any, discipline from a recognised university.
†††† Candidates who are in the final year of their graduation or waiting for the final results are also eligible to apply for UPSC examination and can appear in UPSC prelims examination but yes they need to present proof of their Bachelor's passing certificate before UPSC mains examination.
Now, that you are in second year if you are doing 3 year graduation course like BSc etc then in 2022 itself you will complete it, but if you are doing 4 year graduation course like BTech etc then you will be appearing for your for your final 4th year examination in 2023 in both cases you are eligible for UPSC 2023
--------------------) Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form i. e as on 1st August 2023 for UPSC 2023 and you fulfil this with your mentioned date of birth.
--------------------) Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category.
