Yes you can definitely apply for SSC CGL 2020. The entire exam pattern has a structure such that it takes almost 1 year (and sometimes, more) to be over. That is, after appearing for the first tier you will have to wait for a long time for the next exam and the entire process takes almost one year.

Now technically speaking to appear for SSC CGL exam candidates must have  a graduate degree on or before January 1,2021. You will at least have your provisional degree by the time the exams are over.

I would definitely suggest you to take the examination.
