Hello,
Yes you can participate in the special round of JOSAA 2019,because JOSAA has nothing to do with CSAB special round.
National Institute of Technology,Tiruchirappalli is the organizing institute for CSAB(2019).Based on the JEE main rank admissions will be made for 31 NIT'S,25 IIIT'S and 28 GFTI's to the first year of engineering/technology and architecture/planning programs through this seat allocation round.

Yes you can appear for CSAB spot round even if you didn't get any seat through JOSAA counseling.
ELIGIBILITY
All candidates who were eligible forJoSAA 2019as perJEE (Main) 2019rank will be eligible for participating in the Special Round.
All such candidates who have participated inJoSAA 2019but declared ineligible willstand ineligiblefor this Special Round as well.
Candidates who have not registered inJoSAA 2019till now but are eligible as per theirJEE (Main) 2019rank will also be eligible for participating in the Special Round.
Candidates who participated inJoSAA 2019and were allotted a seat will also be eligible for participating in the Special Rounds for NITs/IIITs/ other GFTIs (except IITs).
Candidates who participated inJoSAA 2019but did not get any seat will also be eligible for participating in the Special Rounds for NITs/IIITs/ other GFTIs (except IITs).
Candidates who have opted Not to Participate in Special Round at the time of reporting at the Allotted Institute during July 19, 2019 July 23, 2019 are NOT ELIGIBLE to register in Special Round.
