I am sorry to say that with respect to your rank in your category, the chances of getting SVNIT, Surat are negligible . According to the past trends, the closing rank for chemical engineering under your category till the last round of counselling is approximately 16000 (that too if you are from the home state ); and for Computer engineering the rank is far lower than that under your category.
Therefore, it is not possible to get SVNIT, Surat with this rank.

Hiiii. Hope you are doing good. You haven't mentioned your home state. Cutoff depends on multiple factors including home state, category.
But with your rank, the chances are quite bleak.
For 2019, For chemical, the cutoff was 15000 for home state for obc category.
For cse in 2019, it was around 3000.
So your chances are very bleak.

As we know that every year the competition level are increasing very much in JEE mains and you have to secure a very good rank to get a seat in NIT or IIIT either you are a general category student or any other category student.
Now as you have secured 21649 rank from OBC category in JEE mains 2020, then there is no chance that you can get SVNIT Surat any branch.
Also note that SVNIT Surat doesn't offers Information Technology branch.
The last year cutoff closing rank for home state is students in SVNIT Surat in chemical engineering from OBC category was 15979 (for male candidates) and 16909 (for female candidates).
So as you can see there is no chance that you can get chemical engineering branch in SVNIT Surat.
