By doing PhD you can contribute by doing research in a particular area. Let's say if you are pursuing PhD in Commerce then you do research in the area related to particular subject. Your research can help only a small section of society related to your field of subject. So, you are helping and contributing towards society but only to a smaller sector.
Now, IAS is an civil servant who has more resources than a PhD scholar. Also, in a city or in society IAS is the one whose decisions has a direct impact on everyone's life. IAS has powers with which he/she can make a city crime free, makes city a better place to live. The administration of a city is in the hands of DM of city, who is an IAS. So, in comparison to PhD, IAs is the field which can contribute more for the country.

Both can contribute a lot from the country however it depends on perspective.If you pursue Phd then if you have the good knowledge and IQ then surely you can make your country proud by discovering and inventing something.Moreover holding the more number of learned people is surely beneficial for the country.So in that perspective you contribute something for the country.Research work after Phd also makes the country rich technically.
However being an IAS is one of the most prestigeous jobs in India.It serves as the backbone of law and order for the country and helps in sewing the policies of the ministry department.It contributes a lot for the country starting from a good sociological terms to collecting reveneus,supervising expenditure etc.
So,according to me IAS contribute lot towards the development of a country.
