Jadavpur University releases their cut-off for scheduled caste category students respective to their general merit rank .
As of previous year's cutoff, after round 4 counseling, the closing rank for the electrical engineering branch was 8457 (gmr) for sc category students.
This year the cutoff may vary as it depends on various factors. As you said your SC rank is 1055, if your general merit rank is within 9000, then you have fair chances to get seat in electrical branch in Jadavpur University afte 4 th round of counseling.

Yes you have fair chances of getting electrical engineering at Jadavpur University Kolkata. Previous year cutoff was 44595 in sc category for electrical engineering. So you have fair chances.
