You can apply for other state medical seats only through all India quota i. e 15%.you can't attend the other state 85%quota counselling.
And you can also apply for other state private medical colleges counselling when it will be happen through online mode.
During submission of your state quota counselling form you can only choose your state medical colleges and during all India neet counselling you can choose medical colleges all over the India.
Counselling for private colleges is scheduled differently.

If you have domicile certificate then first apply in telangana as you will get 85% quota .
But you don't have domicile certificate then apply in Maharashtra and gujarat, this are the state where competition are less so, you can easily get seat for mbbs with your rank.
