sir or ma'am, I've studied till my 8th in Telangana and completed 9 &10 in mumbai cbse board and again studied 11 & 12 in telangana state board will i be local in Telangana?

Yes, Eswari. According to many nationalized testing agencies, like the NTA, your home state will be considered the state in which you have completed the class XIIth examinations.
Since you have completed your class XIth and XIIth from Telangana, thus you will be considered as a local of Telangana.
