No, it is not fully free for any category students.  Yes,  you can get the opportunity to get a scholarship if you are really needy for it though. There is different fees categories for different courses. If you kindly mention your choice of interest then I'll tell the elaborate one. You can get the opportunity in case of lest eligibility cut off.
