sir the 6 round cut off for ECE in ap nit is 31k.I got 24k but i got Srinagar CSE for my mistake.is there any chances to get ap nit in special round

First of all, I can assume that this 24000 is your general CRL rank, as you haven't mentioned your category.
Now, it's unfortunate that you didn't got nit andhra pradesh, but in the other hand congratulations that you got cse in nit Srinagar.
Now, as your preferred college is nit andhra pradesh, then yes, got can get nit andhra pradesh, as per seeing last year cutoff closing ranks for csab special round counselling.
As per the last year cutoff closing ranks for general students in CSAB special round, here are the branches that you can get in nit andhra pradesh :-

sir I'm frm Ap only.so I missed that that one in this 5 round.so is it conform to get nit ap ece

See, in 2019, the highest cutoff closing rank for ece in nit andhra pradesh from home state quita was - 19234 (in csab round 1, and all seats of ece for home state quota got filled).
but this year, the cutoff closing rank for round 6 in josaa for ECE branch FOR HOME STATE QUOTA in NIT ANDHRA PRADESH is - 21156 (for HS OPEN ).
so, as per seeing the rate of cutoff last year, then according to me, in csab the cutoff rank for HS quota might go till near about 23500.
BUT still there is a 50 - 50 chance that you can get nit ap in csab special round.
and don't leave any choice in csab special round.
