If look at previous years cut off you have decent chances of getting govt colleges through state quota specially,as for AIQ , in  delhi there are tough chances as cut off for delhi for sc category through AIQ quota there  is no-meagre chance as marks range above 500+, might /might not get through AIQ in other states  chances as rank fallout this year is entirely different.

According to previous years cut off analysis which is subjective as cut off ranks change every year,depending upon level of difficulty of neet this year,no of candidates applying to neet this year to govt colleges through UP state quota (from sc category ) also rank fallout pattern is entirely different from previous year so nothing can be predicted with 100% sureity, keeping in mind above factors i am mentioning govt college in which you have probable chances of getting into with its closing ranks and marks according to previous year(i.e.2018)
