Both the options will be suitable.
Preparing for civils really requires a lot of time and efforts. So we can go for BA general course because in BA honours course you really need to study a lot. But if you can manage you can do BA hons too. It's completely up to you. Do whatever you are comfortable with .
Regarding the courses both courses are good. You can take either of them. Both courses on Political science and History are interesting and many career opportunities. So do whatever suits you.

When we talk about BA in political science and Political Science Hons they are more or less the same only.
The only difference is that in Political Science Hons the main focus is on political science whereas for BA in political science there are a number of subjects you need to cover.
So now if you want to pursue UPSC and take political science as an optional subject then I would suggest that you go for Political Science Hons.
