Yes definitely, the exam is just a cover to hide the glitches and irregularities in the counselling process as you can get in contact with the college that you like and want to get admitted into and then contact the college and ask for admission straightforward or you may get in contact with some agents. This method would cost you extra Lakhs of Rupees.
